Afaics, 'stm' is only used as an "extra" lib by testsuite (and only for
one test-case) and nofib; therefore I don't think the GHC source tarball
is supposed to contain 'stm'...

(This is so that he who fixes this has a bug to close, which is always rewarding.)

Fix #8801: exclude extra packages from the sdist.

This is special cased a little since it's cleaner, and we don't
necessarily want to remove nofib anyway - just the extra packages.
