GHCi is too verbose on -v0

Reported by: SimonHengel Owned by: pcapriotti
Priority: normal Milestone: 7.8.1

Steps to reproduce:

sol@x200:~$ ghci -v0
Prelude> :set -packageghc

I'd expect that nothing is printed, but the following is printed instead:

package flags have changed, resetting and loading new packages...

Currently this is not really an issue for me. I stumbled upon it while investigating #7138.

Respect verbosity for "flags changed" message (#7139)
Also, print that message on stdout.
