make 2 doesn't seem to work as documented
Theguidetothenewbuildsystem claims, under the heading "Rebuilding the GHC binary after making changes", that make 2
"is like make stage=2, except that it omits the dependency-building phase." However, it seems to include the dependency-building and also fails with an error:
