More Windows build flakiness (MAX_PATH again?)
While trying to finally clean up Windows CI in !2097 (closed) I noticed the following failure (and a few others like it):
Wrong exit code for T16219()(expected 0 , actual 2 )
Stderr ( T16219 ):

This path is nearly 200 bytes long. Could this be another recurrence of our MAX_PATH
woes? I was under the impression we had killed these issues off for good in !1684 (merged). @Phyx, any idea what might be going on here?
