testsuite driver does not honor `extra_run_opts` for the ghci way
This causes the stack004
test to fail in the ghci way.

We can see that the extra +RTS -K0 -RTS
options don't get passed to ghci. I'm marking stack004
as broken for the ghci way for now, but we'll probably want to look into this at some point.
