Documentation for option -Wall and warning -fwarn-unrecognised-pragmas

The documentation for option -Wall says that the warning -fwarn-unrecognised-pragmas is not enabled by this option. Because this warning is on by default, the documentation is not correct.

I think we should follow what the doc says here and disable -fwarn-unrecognised-pragmas by default.

The documentation for -fwarn-unrecognised-pragmas correctly reports that it is enabled by default, so I kept the current behavior and just fixed the inconsistency in the documentation.

The -fwarn-unrecognised-pragmas warning is not listed as a default warning in the beginning of http://www.haskell.org/ghc/docs/7.6.3/html/users_guide/options-sanity.html.
