User Guide contains confusing information about `-rtsopts` modes.

Currently the user guide section on `-rtsopts` specifies that -rtsopts=some is the default setting in the text under it, while the specified default is all.

"[this is the default setting] Enable only the “safe” RTS options: (Currently only -? and --info.) Any other RTS options on the command line or in the GHCRTS environment variable causes the program with to abort with an error message."

Happy to submit a patch if someone can confirm that all is actually the default, and that I'm not misunderstanding the meaning here.

Turns out the section on `-fno-gen-manifest` also has an error, though this one is just grammatical:

On Windows, GHC normally generates a manifestmanifest file...

I agree that it looks a bit confusing, but it's actually correct.

• The default (without any -rtsopts) is -rtsopts=some
• If you just do -rtsopts it means -rtsopts=all

So there are two defaults: when you don't pass -rtsopts at all, and you pass it without specifying the detail (all, some etc.).

Not sure what's the best way to clarify this.

Probably something as simple as 'This is the default setting when -rtsopts is not specified at all.'
