Out-of-scope-variables error still can be deferred in ghci

    Deferring type errors is unhelpful in ghci, since the expression is evaluated immediately. In #11130 (closed), we disabled typed holes in ghci as well. The -fdefer-out-of-scope-variables should also be disabled in ghci.
