hp2ps and unlit are compiled by the stage0 compiler

In looking at #14057 I noticed that the hp2ps and unlit binaries that we install are both produced by the stage0 compiler. This will almost certainly break during cross-compilation and generally breaks release hygiene. We should fix this in Hadrian (assuming angerman hasn't fixed it already).
